  2017规划清洁绿色城市竞赛的主题是“柬埔寨金边的崛起”。参与对象是14岁-26岁之间的青年领导者。我们诚邀全东南亚的团队参加，特别是案例研究国家的学生参加。尽可能多的吸引年轻人参与到此次比赛中，这也是我们的愿景和期许，因为可持续性的信息是全球性的，无国界的。同时，我们也希望鼓励这种跨国交流，互相学习，增长见识，实现文化交流。除了在城市规划领域的指导，我们也增加了对柬埔寨金边实地考察，同时也邀请所有来自不同国家的参与者参访新加坡，学习新加坡作为城市化实验室的一些城市规划方案。
  2017青年市长竞赛案例研究
  “规划清洁绿色城市-柬埔寨金边的崛起”
   
  2015柬埔寨金边总体规划为贸易和经济振兴带来了机遇，因为上次的总体规划已经是1954年了。曾经的东方巴黎，这座城市已经沦落为黑暗时代的内战，政治局面动乱和革命，毫不夸张地说，消灭了太多印度支纳半岛遗产。尽管如此，从崭新的仍在不断崛起的钻石岛建筑塔，新码头机场的建成，道路改善工程来看，都能体现乐观主义和企业的复兴。柬埔寨金边对艺术装饰风格的建筑、旧市集广场、遗产街区仍均有重创。柬埔寨金边不是一个不断扩张的城市，很容易定位，可以有低层的密集的城市规划。然后，城市结构却非常紧密，交叉路口、环岛、主干道系统都在平衡的范围之内。这是一个对人类活动非常有经验的城市，在夜晚也相较于其他西方国家更安全，同时，它也是一个一颗冉冉升起的新星。
  
  
  参与本次竞赛学习你需要做以下准备：
  
  
  1. 振兴经济活力和可持续性发展。你的团队需要列举一些宏观的策略，有助于经济议程中居民数增长的同时如何通过改善就业、房屋供给迫切需求、交通、废物管理、健康、环境质量、商业活动和其他基础设施需求来提高生活质量。
  
  
  2. 召回居民、企业、旅游者。将可持续性原则融入社会、经济、环境等多方面社会考虑因素中，例如在解决移民、管理不善的交通和停车系统、洪灾、无法使用的人行道这些问题时。
  
  
  3. 制订该地区政策和具体实施方案。提出包含独特观点、时间表、所需组员等的可行性计划，并且符合国家法律、文化和经济现状。所有的提案都是有创意的并且已经积极准备好的，而且包含可实施的可能性，同时阐述领导者的独特视觉。
  
  
  4. 着手方案实施的愿景，包括：未来可能出现的状况、后果和影响，怎样应对和怎样从中得益等。例如:将政策的改变、政变、革新的考虑在内。
  
  

  5. 提议任何地面举措或国家构建运动，可以解决排水量问题, 过度发展问题和污染问题。提议软政 策（例如：任何能推动你方案的提议）
